S. cities reach the end of their useful lives, cities are considering their design options for these facilities rebuild the highways, or replace them with urban infrastructure such as boulevards andor connected networks of streets, which support a broad range of city functions and activities. The past 6. 0 years have shown the negative effects of highways on cities to be greater than the potential for enticing suburban residents to the city for jobs, shopping, and cultural events. Instead, highways disrupted the existing street grid and severed local commercial activity from customers. They enticed many businesses and people to relocate outside the city in car oriented strip development and low density housing developments, which resulted in high maintenance costs, environmental degradation, and impaired public health. Some cities are choosing to remove highways with good success. This session provides attendees with information on the difference between highway removals and highway mitigation and the types of problems that each may solve. The session will be organized into three sections first, an overview of the different types of highway removals and mitigation strategies and the types of problems they solve second, examples of highway removals and third, research comparing the purported benefits of highways in cities to what their social, economic, and environmental impacts were in reality.
